For our second full-scale exercise (FSX) of the year, Ally worked with FortisBC to exercise the emergency response plan of the Mt Hayes liquefied natural gas (LNG) facility on Vancouver Island. This plant is one of two LNG facilities owned and operated by FortisBC in British Columbia. More than 50 participants contributed to the success of the event, including local emergency services and representatives from the Regional Districts of Nanaimo and Cowichan Valley.
The exercise scenario centered on a simulated LNG tank leak, leading to the mobilization of the on-site team and the FortisBC Emergency Operations Centre (EOC). The scenario gave participants the opportunity to engage with a Level 3 “Critical” emergency as defined by FortisBC’s emergency guidelines. The exercise further aimed to strengthen coordination between FortisBC personnel and external stakeholders such as local emergency services, local authorities, and the BC Energy Regulator, thus reinforcing relationships that are crucial during real emergencies.
FortisBC’s Public Affairs Emergency Team also fielded simulated inquiries from residents and stakeholders, adding a critical communications element to the exercise.



The Mt Hayes FSX was complemented by a series of casualty evacuation exercises held the previous month, designed to further enhance preparedness for incidents of this nature.
The exercise was ultimately deemed a success, with all key objectives met. Participants found the scenario both challenging and realistic, providing an invaluable opportunity to refine their emergency response skills.
Key takeaways included the importance of redundant communication systems and the value of early involvement of local stakeholders in emergency planning.
