Tabletop Exercise: Wildfire Threat at a Hazardous Waste Facility

This fall, Ally delivered a tabletop exercise (TTX) for FortisBC focused on emergency response operations at their Warfield Hazardous Waste Facility. The objective of the exercise was to test the facility’s Emergency Response Plan (ERP) under simulated wildfire conditions. The exercise brought together the facility team, alongside the local RCMP to examine coordination, decision-making, and operational readiness during a complex, evolving incident.

Scenario Design

The scenario centred on a hypothetical wildfire originating outside of the hazardous waste facility boundary, and progressively threatening site operations. By introducing a hazard from beyond the facility itself, participants were required to consider not only potential operational risks, but also external impacts to response partners and surrounding stakeholders. Early discussions in the TTX centred around detection and initial reactions, along with associated communications.

Exercise Progression

As the exercise unfolded, participants worked through a rapidly evolving wildfire situation, including evacuation of the facility, and the continuation of critical site operations while the site was evacuated. The final phase explored re-occupation of the site once it was declared safe, with an added scenario twist of a spill that had occurred during the simulated evacuation.

Key Observations

Overall, the exercise demonstrated a strong level of preparedness and operational capability. It was evident that the team would have effectively managed the scenario as presented. Participants displayed a high degree of subject matter knowledge and applied it effectively throughout the discussion, supporting timely decision-making and realistic operational choices.

Strengthening Readiness for Hazardous Waste Emergencies Through Exercises

Tabletop exercises provide a structured environment to validate emergency plans, test decision-making processes, and strengthen coordination between internal teams and external partners. By working through realistic, scenario-based discussions, organizations can identify strengths, clarify roles and responsibilities, and enhance overall readiness for complex and evolving incidents before they occur.
