Westshore Terminals 2025 Tabletop Exercise
Ally facilitated a complex earthquake scenario exercise with Westshore Terminals and key regional partners to strengthen emergency coordination capabilities.

Westshore Terminals maintains a robust emergency management program and proactively seeks opportunities to validate and enhance its response protocols. Recognizing the seismic risk inherent in its location, Westshore sought to further refine inter-agency communication and decision-making during a significant earthquake event. The exercise focused on escalating impacts – structural damage and hazardous materials releases – demanding coordinated responses across multiple organizations.
Ally designed and facilitated a progressive tabletop exercise featuring three earthquake scenarios of increasing severity. Participants from Westshore Terminals, Delta Fire and Emergency Services, Global Container Terminals, BC Rail, and the Fraser River Port Authority collaborated through guided discussions to address each scenario’s challenges. This engagement built upon Ally’s ongoing support of Westshore Terminal's emergency management program since 2020.
The exercise reinforced existing relationships between partner agencies and identified opportunities to optimize information sharing protocols. Participants enhanced their understanding of coordinated response procedures for complex emergencies involving structural damage and hazardous materials. The event confirmed Westshore Terminals’ commitment to proactive emergency preparedness and strengthened regional resilience.
