FortisBC — Exercise TILBURY TROUBLE
Ally supported FortisBC in a full-scale exercise testing emergency response and on-site safety protocols at the Tilbury LNG plant.

FortisBC consistently prioritizes operational readiness at its critical infrastructure facilities. This exercise aimed to validate integrated response procedures for a complex, cascading incident involving both an LNG release and a worker injury during evacuation. The scenario required coordination between on-site teams and the FortisBC Emergency Operations Centre.
Ally designed and facilitated Exercise TILBURY TROUBLE, simulating a detected LNG release followed by a fall resulting in unconsciousness at height. The exercise engaged 86 participants from FortisBC and Delta Fire Rescue Service – including HAZMAT and high-angle rescue specialists – testing their ability to manage parallel emergencies. Ally provided scenario control and observation throughout the event.
The exercise strengthened FortisBC’s existing emergency response capabilities, confirming effective communication between on-site teams and the Emergency Operations Centre. Participants validated evacuation procedures and reinforced skills in HAZMAT mitigation and high-angle rescue techniques. This engagement further enhanced FortisBC's commitment to safe and reliable operations at the Tilbury LNG facility.
