Full-Scale Exercises
Operations-based exercises that validate response under realistic, real-time, "boots on the ground" conditions.

Understanding Full-Scale Exercises
A full-scale exercise simulates a real emergency, deploying personnel and resources in the field to validate plans and procedures under realistic conditions. This exercise type is most effective when organizations have established baseline Emergency Response Plans (ERPs) and seek to confirm their operational effectiveness across multiple agencies or complex logistical challenges – for example, testing how internal teams and external partners coordinate personnel, resources, and decision-making in a realistic emergency scenario.
Ally designs full-scale exercises to address specific capability gaps identified through risk assessments, past exercise outcomes, and previous emergency experiences. These exercises are not about ‘finding fault’ but about constructively testing systems under stress.
Scoping, Design & Delivery
Ally begins by collaboratively defining clear exercise objectives aligned with our client's strategic priorities and emergency program goals. A detailed scenario is then developed, incorporating realistic elements relevant to the organization’s operating environment. For example, a shipping company might exercise its oil-spill response, while a school district could simulate a regional earthquake.
Our experienced team manages all aspects of exercise delivery, providing control and direction as needed, delivering exercise injects to players through realistic means, and emphasizing safe execution and adherence to established protocols.
Evaluation & Reporting
Ally facilitates a structured hotwash immediately following the exercise, providing an opportunity for planners, players, and observers to share their thoughts and perspectives while the experience is still fresh. Our team helps capture key observations, lessons learned, and areas for further consideration arising from the discussion.
Following the exercise, Ally develops a comprehensive After-Action Report detailing key findings, prioritized recommendations, and clear next steps to enhance emergency preparedness. We focus on actionable intelligence – not just what happened, providing a record that can help to improve response capabilities for future events.
Building Resilience
Beyond plan validation, a full-scale exercise builds confidence and strengthens relationships between participating agencies and organizations. It provides valuable experience for operations teams, emergency managers, public affairs and communications personnel, EOC staff, first responders, and other key decision-makers.
Ally’s approach ensures that the investment in an exercise delivers lasting benefits: validated plans, a more capable team, and a demonstrably improved ability to protect people, property, and critical infrastructure within your organizations and across your trusted partnerships.
