YVR Crash On Airport Incident
Full-scale Exercise
Exercise PHOENIX DOWN was a full-scale exercise that met the requirements for an exercise related to a major aircraft accident and for a security incident per CARs and CASRs. The exercise was multi-agency, with over 750 participants, and five distinct areas of exercising. As it was held over an 8 hour period, an EOC shift change was made possible. The exercise tested the YVR EOC capacity to manage multiple simultaneous incidents, practice unified command, practice transfer of command, test operational communications at the interagency level, and finally test the mass casualty management system.
