Case Study
Regional District of Kootenay Boundary
2023 Freshet Flooding
After Action Review (AAR)
As a result of heavy rains and rapid snowmelt, the Regional District of Kootenay Boundary (RDKB) experienced significant freshet flooding in the spring of 2023. Ally was contracted by the RDKB to conduct an AAR of the response to capture lessons learned and inform future emergency planning. Information was gathered through two online surveys and an in-person facilitated debrief session. The freshet response was largely a successful endeavor and the AAR process enabled the RDKB to formally acknowledge a number of successes. Conversely, the collection and review of participant feedback allowed for the identification of several specific actions that will greatly enhance the response and coordination of future flooding events, as well as summer wildfires and other regional-scale emergencies.
