Case Study: 2021 Atmospheric River Event

After Action Review

Following the atmospheric river event that impacted southern British Columbia in late November 2021, the Fraser Valley Regional District (FVRD) engaged Ally to facilitate an After Action Review (AAR) of the emergency response. The event caused widespread flooding, triggered evacuations, damaged homes and critical infrastructure, and disrupted transportation networks throughout the region. Highway closures, damaged local roads, power outages, and the ongoing COVID-19 pandemic added significant complexity to an already challenging response.

Ally led a structured review process to capture lessons learned from the multi-agency response, bringing together FVRD staff, volunteer fire departments, partner agencies, and other responding organizations. The resulting recommendations helped identify strengths, address gaps, and inform future emergency planning, training, and preparedness for future large-scale flood events.
