Case Study: Freshet Flooding in the Regional District of Kootenay Boundary

After Action Review

Following heavy rains and rapid snowmelt, the RDKB experienced significant freshet flooding in the spring of 2023. Ally was engaged to conduct an After Action Review (AAR) to capture lessons learned and inform future emergency planning. Insights were gathered through two online surveys, and a facilitated in-person debrief.

Through the AAR process, the RDKB was able to formally recognize key strengths and identify targeted actions to improve coordination in future flooding events. These takeaways can also help to inform future responses to wildfires and other regional-scale emergencies.

Participating Agencies included:

  • BC Wildfire Service
  • City of Grand Forks
  • RCMP
  • Search and Rescue
  • Kootenay Boundary Regional Fire Rescue
  • Canadian Red Cross
