Westshore Terminals

Full-scale Exercise

On Friday, December 2nd, 2022, Westshore Terminals orchestrated a comprehensive Full-scale Exercise (FSX). The primary objective behind this exercise was multifaceted: to fulfill regulatory obligations, bolster internal emergency management capabilities, and cultivate collaborative ties with external partners. Although the exercise followed the conventional FSX format, unfolding from incident initiation to resolution in real-time, it featured three distinct phases.

The initial phase kicked off with the simulated discovery of a locomotive fire in the vicinity of D31. Subsequently, the succeeding phase commenced as two adjacent locomotives ignited, prompting additional resource requests from the DFRS. The final phase zeroed in on the activities within the WTLP Emergency Operations Centre (EOC), encompassing responses to on-site damage assessments, notification processes, addressing support requisitions, and identifying logistical requirements. Notably, this phase also entailed managing simulated media inquiries directed towards the EOC.
